Damien is listed as a leading junior for Local Government in Chambers and Partners 2013 and a leading junior for Administrative and Public Law in Legal 500 2012.
Chambers and Partners comments that he is “popular for his advice on local government constitutional matters and for his expertise in relation to disclosure, freedom of information and data protection law”. It also describes him as: “‘a really highly motivated performer, who speaks in plain English and always wins the respect of the tribunal’” (Chambers and Partners 2012).
His practice covers local authority law and governance (eg powers, delegations, decision-making and constitutions) and Information Law (principally Freedom of Information, Data Protection and the Environmental Information Regulations 2004).
Damien came to the Bar in 2001 after a career in local government.
Damien was a Specialist Contributing Editor on Local Government to Jowitt’s Dictionary of English Law (3rd edition, 2010). He has contributed a number of articles on local government matters to the online legal encyclopaedia “Westlaw UK Insight”, launched in December 2012.
