Court of Protection

We would like to congratulate Dr Sam Fowles, who has been asked to join the Chair of the Bar’s advisory group on the Human Rights Act.

The group has been set up by the Chair of the Bar, Derek Sweeting QC, to advise on the government’s proposed agenda around reforming the Human Rights Act 1998. It is predominantly comprised of barristers selected by the Chair of the Bar to give evidence in person to the Gross Review of the Human Rights Act in May 2021 (of which Sam was one). Sam is one of just three members not to hold the rank of Queen’s Counsel.

Sam has provided legal and policy advice at all levels of government, from the Council of Europe to parish councils, appearing in many of the leading public law cases of recent years. This includes the Court of Appeal hearing in March 2021 on behalf of 42 convicted former Post Office workers – a case that has been described as one of the biggest miscarriages of justice in recent history.

Sam maintains a broad practice with a particular interest in public and constitutional law, planning and environmental law, data protection and privacy, and freedom of information.
