Court of Appeal considers the scope of a London Borough’s duty to implement and retain a traffic scheme; part of the delivery of the Mayor of London’s Transport Strategy

Jack Parker appears in the Court of Appeal today in a challenge by a local resident challenging the decision by the Mayor of Tower Hamlets, Lutfur Rahman, to remove a low traffic neighbourhood in Bethnal Green.

The challenge is brought on the basis that the decision was taken in breach of s.151 of the Greater London Authority Act 1999, which imposes a duty on London Boroughs to implement the proposals in their local implementation plan as part of the delivery of the Mayor of London’s Transport Strategy.
