Home Office issues Martyn’s Law guidance as SIA launches consultation

On 15 April 2026 the Home Office published Guidance under s.27(4) of the Terrorism (Protection of Premises) Act 2025 also know as “Martyn’s Law”.

In addition, the Security Industry Authority has also launched a consultation on its section 12 guidance, the consultation closes on 12 June 2026.

The Act applies to England, Wales, Scotland and Northern Ireland. While counter-terrorism (CT) is the responsibility of the UK government, many of the premises and events in scope of the Act are in devolved areas such as health and education. The Act intends to improve organisational preparedness and protective security across the UK. It requires that those responsible for certain premises and events take steps to prepare for potential terrorist attacks and help keep people safe in the event of an attack. In addition, certain larger premises and events are required to consider their vulnerability to acts of terrorism, and, where appropriate, take reasonably practicable steps to reduce those vulnerabilities.
