Scheme for 30 dwellings in a countryside strategic gap refused notwithstanding a shortfall in housing land supply

An appeal against Waverley Borough Council’s refusal of planning permission for a 30-dwelling scheme on agricultural land within a strategic gap was dismissed on grounds of harm to the character and appearance of the countryside, harm to a strategic gap and failure to satisfy the flooding sequential test. Although the local authority could not demonstrate a five-year supply of housing land, the benefits of the proposals were clearly and demonstrably outweighed by the adverse impacts.
