Today, Rowan Clapp begins a three-day inquiry concerning a local authority’s refusal of a certificate of lawful use at a mobile home site in Newhaven, East Sussex.

The inquiry concerns the principles relevant to the interpretation of planning permissions where layout plans are no longer available, and the correct approach to the interaction of historic planning permissions.

Rowan is acting for Lewes District Council, instructed via Martin Carpenter of Enplan.
