Section 78 appeal (inquiry) successfully defending Elmbridge BC’s refusal of planning permission (an overturn) for 60 almshouses (affordable housing) through an enabling development of a 40-unit extra care home (C2). Whiteley Village is a planned retirement village designed and built in the Arts and Crafts style by a succession of eminent architects in the 20th century. The inquiry heard expert evidence on Green Belt openness, cultural heritage, design, and tree loss. The Inspector accepted much of the Council’s case and dismissed the appeal despite the Council not having a 5yr HLS (2.65yrs).
