97 dwelling scheme outside Farnham rejected following adoption of local plan
A scheme for 97 dwellings and an area of Suitable Alternative Natural Greenspace near Farnham Park was rejected by a planning inspector on the grounds that it would adversely affect the character of the site which had been designated for its landscape value in the recently adopted local and neighbourhood plans; would cause less than substantial harm to a Grade II listed church; and was contrary to the development plan.
Although the housing target in the neighbourhood plan was rendered out of date by a higher target in the more recent local plan, there was a policy-led approach that catered for this. The recent adoption of the local plan meant that there was a five year supply of housing sites, and there was no reason to apply the tilted balance in para 14 of the NPPF.
