Lisa acted for the Secretary of State in this unusual case in which the claimant claimed that an Inspector had acted unlawfully in refusing planning permission for a mobile home in the green belt by virtue of the fact that she had failed to take into account psychiatric evidence relating to his inability to live in a house or an enclosed environment, and his rights under Article 8 of the ECHR.
