In granting conditional planning permission for the erection of wind turbines, having found that their positive aspects outweighed the negative aspects, including any harm the development might cause to the setting of heritage assets, a planning inspector had neither misconstrued the concept of substantial harm nor failed to give special regard to the desirability of preserving the settings of affected listed buildings as required by the Planning (Listed Buildings and Conservation Areas) Act 1990 s.66(1).
