In his regular column for Estates Gazette, Martin Edwards considers the question of what is the scope of the National Planning Policy Network “presumption in favour of sustainable development” in the context of an appeal where the local planning authority had an up-to-date local plan and a five-year supply of deliverable housing land and in relation to a site that was outside the settlement boundary.
