Jack Parker is appearing this week on behalf of Westminster City Council in a public inquiry to decide whether planning permission should be granted to convert offices in the former MI5 headquarters at Leconfield House in Mayfair to a private members’ hotel.
The key issues in the appeal are:
(1) whether the proposals satisfy policies in the Council’s recently adopted City Plan and the London Plan which seek to resist the loss of office floorspace
(2) whether the impacts on residential amenity from the construction of a three-storey basement would be acceptable.”
