Kincora Boys’ Home Judicial Review comes before the Royal Courts of Justice in Belfast

A judicial review seeking to challenge a decision to exclude Kincora boys’ home in Belfast from the scope of the Independent Inquiry into Child Sexual Abuse established by the Home Secretary comes before the Royal Courts of Justice in Belfast this week.

Gary Hoy, a victim of abuse at the care home, has sought legal action to compel the UK Government to include the case within the Inquiry, which has been excluded despite a recommendation from the Home Affairs Select Committee that the Inquiry should include cases in Scotland and Northern Ireland.

The Kincora case is currently being examined by Northern Ireland’s Historical Institutional Abuse Inquiry which has no powers of compulsion against the UK Government.

“This case involves allegations of systemic abuse at the highest level within government agencies.”

“It is vital that the extent of state involvement and cover up is properly investigated and this can only be achieved through a Westminster inquiry which allows the fullest possible public engagement.”

Three members of staff at the Kincora care home were jailed for abusing boys in their care in 1981.
