Philip Kolvin QC has written an article for Local Government Lawyer on two recent licensing cases he acted in concerning the application of cumulative impact policies.
Philip considers Thirugnanam v London Borough of Redbridge and a case involving Mansion Nightclub in York which he suggests demonstrate that licensing authorities should not place too much reliance on the technicalities of cumulative impact policies.
