The Inspector’s report on the examination into the Luton Local Plan 2011-2031 has now been published.  Luton successfully moved through the Duty to Co-operate stage (Stage 1) and the Strategic Allocations stage (Stage 2) to a position where the Inspector has found the emerging Local Plan as a whole sound subject to main modifications.  The report provides a useful example of how an authority that needs to export a substantial proportion of their objectively assessed housing need can produce a sound plan which is compliant with the Duty to Co-operate.
