Mark Lowe QC and Tom Cosgrove appeared on behalf of a developer in a major inquiry. The inquiry considered a ‘trail blazing’ mixed use proposal and covered a wide range of issues including retail development, the delivery low emission sustainable housing, viability, the ability to provide affordable housing, transportation and delivery of major road infrastructure, design and ecology.

The Inquiry Inspector recommended approval and on the 3rd July 2008 the Secretary of State granted outline planning permission to the developer for what amounts to one of the largest mixed use zero carbon emission developments in the south east of England.
