Housing

Kuljit Bhogal, Joint Head of Housing at Cornerstone Barristers, is chairing this year’s ResolveASB Conference taking place in Birmingham on 8-9th November 2016.

The annual conference is the key event in the community safety calendar, bringing together over 300 delegates from the housing sector, local authorities, police and voluntary organisations.

Kuljit is currently advising a number of local authorities on the introduction of Public Space Protection Orders (‘PSPOs’) which allow lawful activity to be regulated if it is detrimental to the use of public space. PSPOs replaced gating orders, Designated Public Protection Orders and Drink Banning Orders and have been used to restrict a wide variety of activities including chugging, touting, use of waterways, anti-social behaviour related to dogs and the use of communal areas in estates. They have proved controversial attracting much attention from interest groups concerned about the impact on civil liberties.

Kuljit is the author of “Cornerstone on Anti-Social Behaviour: The New Law”; a definitive guide to the new powers introduced by the ASB, Crime and Policing Act 2014.
