The powers of a national park authority to make traffic regulation orders were considered by the High Court (Ouseley J).

The authority had made an experimental traffic regulation order, which was challenged by the claimant organisation on various grounds.

The order was held to be defective because the statement of reasons that was required to be published did not reflect the experiment that was carried out.

Other grounds of challenge as to the lawfulness of the experiment and the matters that could be taken into account were rejected.
