Retail Impact decision against Tesco in Basingstoke

An out of centre Tesco superstore has been refused permission on appeal despite an officer recommendation to approve. The Inspector agreed with the Council, and Asda (whose store anchors the nearby Brighton Hill District Centre) that the proposal would have a significantly harmful impact on the vitality and viability of that centre.

Harriet Townsend acted for the local planning authority, and Mark Lowe QC acted for Asda in successfully resisting the appeal.
