Tesco’s superstore, for Basingstoke and Deane District Council: Tesco’s appeal for an out of centre superstore with net sales area of 4,730 sqm raised issues of retail impact and highways safety/sustainability in five reasons for refusal contrary to the advice of officers. It was heard at inquiry in February 2013 over 8 days. The Inspector found a significantly harmful impact on the nearby Brighton Hill District Centre, anchored by Asda and dismissed the appeal by letter dated 3 April 2013.
