Section 78 appeal concerning the North West Quadrant Appeal in respect of a refusal by Plymouth City Council (PCC) of an Outline Planning Application for mixed use development including 356 dwellings, a new district centre, car parking landscaping and on and off site highways works. Mary was instructed by PCC as local planning authority on 3-4 week inquiry which raised complex highway retail and planning issues including consideration of rival sites and points concerning prematurity. Secretary of State recovered decision. Appellant and at least one third party represented by Leading Counsel.
