Section 78 appeal successfully promoting a mixed use scheme including 227 apartments across 5 buildings (3-7 storey), retail units and community space in the Luton High Town area on behalf of the Grammont Group.
The hearing considered the viability of the proposed scheme to provide any on site affordable housing.
The Inspector accepted the Appellant’s case that the scheme would be unviable if on site affordable housing were provided, and observed that the off site contribution was better than the alternative of no development and no affordable housing contribution within this regeneration area.
