This public inquiry considered an appeal against the refusal of the Council to grant planning permission for the conversion of a former milk depot into residential flats and commercial builder’s premises in Walton-on-Thames town centre in Elmbridge. The Council’s decision overturned officer recommendation to grant permission. The inquiry heard detailed evidence on design and planning matters and ultimately the Inspector considered that planning permission should be granted. An application for costs was made by the developer but was rejected.
