The delayed decision in relation to the Barton Farm planning appeal by Cala Homes was announced on 29 September 2011. This was the planning dispute about a new urban extension for Winchester which underpinned the Cala Homes litigation on the abolition of regional strategies. The Secretary of State upheld Winchester City Council’s refusal of planning permission, disagreeing with his Inspector, and dismissed Cala’s appeal on the basis that the future growth of Winchester should be decided at local level. Michael Bedford acted for Winchester City Council and Peter Village QC and Philippa Gregory acted for Cala Homes.
