Section 78 appeal (inquiry) successfully defending Waverley BC’s refusal of outline planning permission for a 53 unit residential scheme adjoining the hamlet of Cox Green near the village of Rudgwick.
The inquiry heard expert evidence on landscape & visual, heritage, housing land supply, and planning matters including locational sustainability.
The appeal was dismissed notwithstanding that the Council could not demonstrate a 5yr HLS (c.4.3yrs).
Harm was identified to the intrinsic qualities of the (valued) landscape, the setting of a Grade II listed 17th century timber framed house, and the poor sustainability of the appeal site to the village services and facilities of Rudgwick.
