Richard Ground appeared for Monmouthshire County Council in successfully defending their decision to grant planning permission for demolition of an existing cattle market and construction of a Morrisons superstore and new library in Abergavenny. The challenge was heard over four days in conjunction with a related challenge to the Welsh Ministers' decision to repeal a Victorian statute requiring the provision of a livestock market in Abergavenny. This challenge, in which Monmouthshire appeared as an interested party, was also dismissed.
