A student who had enrolled on a full-time, two-year course of education but who spent the second year re-taking part of the first-year was not, during the second year, a full-time student for the purpose of the exemption from council tax liability in the Local Government Finance Act 1992 Sch1 para4(1)(b). During the second year, the course required him to engage in only thirteen hours of lectures and study per week.
